I. Benefits assigned by the regional office and paid directly to the insured person to a personal bank account or by postal transfer.

1.Temporary disability benefit:

2. Maternity benefit And one-time benefit for women registered in the early stages of pregnancy:

A) application from the insured person(Appendix No. 1 to the Order of the Federal Tax Service of the Russian Federation dated September 17, 2012 No. 335)

b) certificate of incapacity for work;

V) a certificate from a medical institution confirming registration in the early stages of pregnancy.

3. One-time benefit for the birth of a child:

A) application for benefits(Appendix No. 1 to the Order of the Federal Tax Service of the Russian Federation dated September 17, 2012 No. 335)

b) child's birth certificate, issued by the civil registry office (ZAGS) Form 24 (original) (either a copy of the child’s birth certificate if it is issued by a consular office of the Russian Federation, or a copy of another document confirming the birth of a child issued by a competent authority of a foreign state, copies are certified by the employer. When contacting the territorial body of the FSS of the Russian Federation directly of the insured person in the event of termination of activities by the insured during if it is impossible to establish his actual location, originals and copies of documents are provided);

G) For persons replacing parents: a copy of the decision to establish guardianship over the child (a copy of the court decision on adoption that has entered into legal force, a copy of the agreement on the transfer of the child to a foster family). The policyholder submits copies of documents certified by him; the insured person, when applying to the territorial body of the FSS of the Russian Federation, submits originals and copies of documents.

4. Monthly child care allowance.

A) application for benefits from the insured person(Appendix No. 1 to Order of the Federal Tax Service of the Russian Federation dated September 17, 2011 No. 335);

b) copy of the order on provision of parental leave for up to 1.5 years, certified by the employer;

V) certificate from place of work(services) of the father (mother, both parents) of the child that he (she, they) does not use the specified leave and does not receive benefits, and if the father (mother, both parents) of the child does not work (does not serve) - a certificate from the social protection authorities at the place of residence of the child’s father or mother about non-receipt of monthly child care benefits - for one of the parents in appropriate cases, as well as for persons actually caring for the child instead of the mother (father, both parents) of the child, ( original);

G) Original and copy of birth certificate (adoption) of a child who is being cared for;

d) Original and copy of birth certificate (adoption document, death certificate) one of the previous children;

If this document is not submitted, if it is necessary to calculate the benefit in the minimum amount, the minimum amount of the benefit will be applied in the amount corresponding to the first child;

e) Original and copy of the decision to establish guardianship over the child;

Documents for the assignment (or continuation of payment) of child care benefits up to 1.5 years old are submitted once. In the future, the employer submits to the RO only information that may affect the payment of this benefit.: (information about early return to work, termination of an employment contract during the period of parental leave, etc.)

5. Payment for additional leave of the insured person (in addition to the annual paid leave established by the legislation of the Russian Federation) for the entire period of treatment and travel to and from the place of treatment:

A) application from the insured person(Appendix No. 1 to the Order of the Federal Tax Service of the Russian Federation dated September 17, 2012 No. 335)

b) certificate-calculation(Appendix No. 10 Order of the Federal Tax Service of the Russian Federation dated September 17, 2012 No. 335)

V) order from the policyholder to grant the insured person leave (copy certified by the employer).

II. Benefits transferred by the RO to the current account of the policyholder in reimbursement of expenses incurred by him.

1. Reimbursement to the employer for the payment of social benefits for funeral:

A) policyholder's statement(Appendix No. 6 to the Order of the Federal Tax Service of the Russian Federation dated September 17, 2012 No. 335)

b) death certificate, issued by the registry office (original).

2. Reimbursement of the insurer’s expenses for paying for 4 additional days off for caring for disabled children and disabled children from childhood until they reach the age of 18:

A) policyholder's statement(Appendix No. 7 to the Order of the Federal Tax Service of the Russian Federation dated September 17, 2012 No. 335)

b) a copy of the order to provide additional days off to care for a disabled child (certified by the employer);

When providing information necessary for the appointment of benefits (temporary disability, pregnancy and childbirth, birth, child care up to 1.5 years, early pregnancy) in the form of electronic registers, paper documents are not provided to the RO; they are stored by the policyholder.

In accordance with paragraphs 2, 3, 6, 7, 8, 10, 11, 12, 14 of the Regulations on the specifics of the appointment and payment in 2012 and 2013 to insured persons of insurance coverage for compulsory social insurance in case of temporary disability and in connection with maternity and other payments in the constituent entities of the Russian Federation participating in the implementation of the pilot project, clauses 2, 3, 6, 11, 13 of the Regulations on the specifics of the appointment and payment in 2012 and 2013 of temporary disability benefits to insured persons in connection with an industrial accident or occupational disease , as well as payment for the insured person’s vacation (in excess of the annual paid vacation established by the legislation of the Russian Federation) for the entire period of treatment and travel to the place of treatment and back, in the constituent entities of the Russian Federation participating in the implementation of the pilot project, approved by the Decree of the Government of the Russian Federation of April 21, 2011 No. 294 (Collected Legislation of the Russian Federation, 2011, No. 18, Art. 2633; 2012, N 1, art. 100), I order:

1. Approve:

application form for payment of benefits (vacation pay) in accordance with Appendix No. 1;

a form of inventory of applications and documents necessary for the appointment and payment of relevant types of benefits to insured persons, in accordance with Appendix No. 2;

application form for reimbursement of expenses for temporary disability benefits in accordance with Appendix No. 3;

form of notification of the submission of missing documents or information in accordance with Appendix No. 4;

form of the decision to refuse to assign and pay temporary disability benefits in accordance with Appendix No. 5;

an application form for reimbursement of expenses for the payment of social benefits for funerals in accordance with Appendix No. 6;

an application form for reimbursement of expenses for paying four additional days off to one of the parents (guardian, trustee) for caring for disabled children in accordance with Appendix No. 7;

an application form for reimbursement of the cost of a guaranteed list of funeral services in accordance with Appendix No. 8;

form of the decision to refuse to consider documents (information) in accordance with Appendix No. 9;

form of a certificate calculating the amount of vacation pay (in addition to annual paid leave) for the entire period of treatment and travel to the place of treatment and back in accordance with Appendix No. 10.

2. Recognize as invalid the order of the Social Insurance Fund of the Russian Federation dated June 17, 2011 N 195 “On approval of the forms of documents used for the payment of insurance coverage and other payments in 2011 in the constituent entities of the Russian Federation participating in the implementation of a pilot project providing for the appointment and payment to insured persons of insurance coverage for compulsory social insurance in case of temporary disability and in connection with maternity and for compulsory social insurance against industrial accidents and occupational diseases, other payments and expenses by the territorial bodies of the Social Insurance Fund of the Russian Federation" (registered by the Ministry of Justice of the Russian Federation July 4, 2011 N 21256).

In applications for benefit payment (vacation pay) (Appendix No. 1 to FSS order No. 335 dated September 17, 2012), employees sign in the column “Signature of the applicant / his authorized representative” with a ballpoint pen in blue ink. Answer to the question:

When filling out an application for payment of benefits (vacation pay), approved by Order of the Federal Social Insurance Fund of the Russian Federation dated September 17, 2012 N 335, the following requirements apply.

Entries are made in Russian in block letters and black ink. You can use gel, capillary, or fountain pens. The use of printing devices is allowed. Entries should not go beyond the boundaries of the cells provided for making the corresponding entries.

Decree of the Government of the Russian Federation dated April 21, 2011 N 294 does not provide for special liability in a situation where signatures are made with a blue ballpoint pen.

Meanwhile, this fact may be the basis for increasing the period for consideration by the Social Insurance Fund of an application for payment of benefits (clause 7 of Regulation 294).

So, if the FSS considers that the information is presented in an improper form, it will send the policyholder a notice of the submission of documents. And this, in turn, may affect the date of payment of benefits.

Situation: How to pay benefits in the regions that are participating in the pilot project of the Federal Social Insurance Fund of Russia according to a special procedure for the assignment and payment of social benefits

The pilot project provides that all types of social benefits, including temporary disability benefits, benefits for registration in the early stages of pregnancy, benefits for the birth of a child, maternity benefits, child care benefits, etc., units The Russian Social Insurance Fund pays directly to insured persons, that is, employees, bypassing employers. The payment procedure is established by Decree of the Government of the Russian Federation dated April 21, 2011 No. 294.

The following are involved in the implementation of the pilot project:

 from January 1, 2012 to December 31, 2019 – Karachay-Cherkess Republic and Nizhny Novgorod region;

 from July 1, 2012 to December 31, 2019 – Astrakhan, Kurgan, Novgorod, Novosibirsk, Tambov regions and Khabarovsk Territory;

 from July 1, 2015 to December 31, 2019 – the Republic of Tatarstan, Belgorod, Rostov and Samara regions;

 from July 1, 2016 to December 31, 2019 – the Republic of Mordovia, Bryansk, Kaliningrad, Kaluga, Lipetsk and Ulyanovsk regions;

 from July 1, 2017 to December 31, 2019 – the Republic of Adygea, the Republic of Altai, the Republic of Buryatia, the Republic of Kalmykia, Altai and Primorsky Territories, Amur, Vologda, Magadan, Omsk, Oryol, Tomsk regions and the Jewish Autonomous Region;

 from July 1, 2018 to December 31, 2019 – the Republic of Sakha (Yakutia), Trans-Baikal Territory, Vladimir, Volgograd, Voronezh, Ivanovo, Kemerovo, Kirov, Kostroma, Kursk, Ryazan, Smolensk, Tver regions;

 from July 1 to December 31, 2019 - the Republic of Dagestan, the Republic of Ingushetia, the Republic of Karelia, the Komi Republic, the Republic of North Ossetia - Alania, the Republic of Khakassia, the Kabardino-Balkarian Republic, the Udmurt Republic, the Chechen Republic, the Chuvash Republic, Arkhangelsk, Tula, Yaroslavl areas.

This follows from paragraph 2 of Decree of the Government of the Russian Federation of April 21, 2011 No. 294 and paragraph 3 of the changes approved by Decree of the Government of the Russian Federation of December 19, 2015 No. 1389.

In order for an employee to receive the sick leave benefits due to him, he must first submit all the necessary documents to his employer.

If the employee’s disability is not related to an industrial accident, he submits to the organization:

 application for payment of benefits in the form approved by order of the Federal Social Insurance Fund of Russia dated September 17, 2012 No. 335;

 certificate of incapacity for work;

 certificates of earnings from previous places of work for the billing period, if they have not been submitted previously.

This procedure is established in paragraph 2 of the Regulations, approved by Decree of the Government of the Russian Federation of April 21, 2011 No. 294.

Submit the documents received from the employee within five calendar days to the FSS office of Russia at your place of registration. Attach a list of the documents being transferred. The inventory form was approved by order of the Federal Social Insurance Fund of Russia dated September 17, 2012 No. 335.

The method of transferring a set of documents depends on the average number of employees of the organization. So, if it does not exceed 25 people, documents are submitted on paper. When the average headcount is 26 people or more, electronic communication channels must be used. In this case, the information necessary for calculating benefits is submitted in the form of an electronic register. The form of the register and the procedure for filling it out were approved by order of the FSS of Russia dated June 15, 2012 No. 223.

Having received the documents, the FSS branch of Russia reviews them within 10 calendar days and makes a decision on payment of benefits or refusal of it. If the decision is positive, the money is transferred to the employee using the details that he indicated in his application. This transfer procedure applies to benefits for temporary disability, pregnancy and childbirth, at the birth of a child, for registration in early pregnancy, as well as the initial payment of child care benefits. Subsequent payments of child care benefits are made by the territorial body of the Federal Social Insurance Fund of Russia from the 1st to the 15th of the month following the month for which such benefits are paid.

This procedure is established by paragraphs 3, 4, 8, 9 of the Regulations approved by Decree of the Government of the Russian Federation of April 21, 2011 No. 294.

Please note: sickness benefits are paid by the fund in accordance with the generally established procedure. That is, if the employee himself falls ill for reasons not related to an accident at work, the fund accrues benefits starting from the fourth day of illness. The employer pays for the first three days of incapacity at his own expense. This is explained in paragraph 6 of the Regulations, approved by Decree of the Government of the Russian Federation of April 21, 2011 No. 294.

In a situation where an employee’s illness is associated with an accident at work or due to an occupational disease, a similar procedure for processing documents for the Social Insurance Fund of Russia applies. Only their list has been expanded. Additionally, a report on an industrial accident or a report on an occupational disease and copies of the investigation materials must be submitted to the fund.

This is established by paragraph 3 of the Regulations, approved by Decree of the Government of the Russian Federation of April 21, 2011 No. 294.

The FSS branch of Russia, having received the documents, within 10 calendar days conducts an examination of the insured event, assigns and pays benefits. If, based on the results of the examination, it is recognized that the illness is associated with an accident or is caused by an occupational disease, the benefit is assigned according to the rules established by Law No. 125-FZ of July 24, 1998. This is stated in paragraph 7 of the Regulations, approved by Decree of the Government of the Russian Federation of April 21, 2011 No. 294.
